Nonpartisan congressional report finds Louisiana governor took necessary steps

    The Congressional Research Service (CRS) issued a report Tuesday afternoon asserting that Louisiana governor Katherine Blanco took the necessary and timely steps needed to secure disaster relief from the federal government, RAW STORY has learned.

    The report, which comes after a request by Rep. John Conyers (D-MI) to review the law and legal accountability relating to Federal action in response to Hurricane Katrina, unequivocally concludes that she did.

    "This report closes the book on the Bush Administration's attempts to evade accountability," Conyers said in a statement. "The Bush Administration was caught napping at a critical time."


    The report found that:

    All necessary conditions for federal relief were met on August 28. Pursuant to Section 502 of the Stafford Act, "[t]he declaration of an emergency by the President makes Federal emergency assistance available," and the President made such a declaration on August 28. The public record indicates that several additional days passed before such assistance was actually made available to the State;

    The Governor must make a timely request for such assistance, which meets the requirements of federal law. The report states that "[e]xcept to the extent that an emergency involves primarily Federal interests, both declarations of major disaster and declarations of emergency must be triggered by a request to the President from the Governor of the affected state";

    The Governor did indeed make such a request, which was both timely and in compliance with federal law. The report finds that "Governor Kathleen Babineaux Blanco requested by letter dated August 27, 2005...that the President declare an emergency for the State of Louisiana due to Hurricane Katrina for the time period from August 26, 2005 and continuing pursuant to [applicable Federal statute]" and "Governor Blanco's August 27,2005 request for an emergency declaration also included her determination...that 'the incident is of such severity and magnitude that effective response is beyond the capabilities of the State and affected local governments and that supplementary Federal assistance is necessary to save lives, protect property, public health, and safety, or to lessen or avert the threat of disaster."


    note: Today bush took full responsibility for the
    failure to timely respond which is correct and
    better late than never but the right wing noise
    machine has been loud on trying to blame
    Govenor Blanco which the facts do not support.

    The Governor would not let the Red Cross deliver water and food to those who were housed in the Superdome. That is a fact.

    Naturally, Conyers wants to continue to try to make sure all the blame for the governor's incompetence gets laid on the feds.

    This report is incomplete and only scratches the surface of events.

    No level of government has earned the respect of the American people in its response to Hurricane Katrina. I think it is ludicrous for the various levels of government to try to pass the blame to another level. They are all in this together. They all failed the citizens affected by Hurricane Katrina.

    The CRS, what the heck is that? Why should the conclusions hastely made by some group we never heard of mean anything. Sounds like some political gamsmanship to me.

    In my opinion, the order of awful job performance would be the mayor, the governor, then the President. I am in shock that the mayor is still in office. I heard on the radio the other day that he moved his family to Dallas. He might want to stay because if I had been one of those that had been put through the ringer, I would be after him ASAP.

    Did the governor issue an emergency declaration? No doubt.

    Then what? Absolutely nothing.

    Even after President Bush personally urged her to make the evacuation mandatory. She made it mandatory as he suggested and then did absolutely nothing to make it happen.

    She stood by wringing her hands and took no further steps to evacuate her people,comfortable in the sure knowledge it was no longer her problem.

    Nothing could be further from the truth.The governor and the mayor should both be brought up on charges of negligent homocide.

    Yes, they all failed. But what has happenned is that each failure has been magnified and blown way out of proportion by the rest of us, including the media, the armchair generals, and the passersby.

    Of the three people Bush is definitely the only responsible person mentioned.

    The other two are not responsible at all and are to be blamed for the mess that was made immediately before and after the hurricane. It will take a person who can shoulder some responsibility to straighten that situtation out and the Mayor or Governor is not him.

    In case the liberals have missed it Bush has moved in and shouldered that responsibility.

    Mandatory evacuation ordered for New Orleans

    NEW ORLEANS (AP) — In the face of a catastrophic Hurricane Katrina, a mandatory evacuation was ordered Sunday for New Orleans by Mayor Ray Nagin.

    Acknowledging that large numbers of people, many of them stranded tourists, would be unable to leave, the city set up 10 places of last resort for people to go, including the Superdome.

    The mayor called the order unprecedented and said anyone who could leave the city should. He exempted hotels from the evacuation order because airlines had already cancelled all flights.

    Gov. Kathleen Blanco, standing beside the mayor at a news conference, said President Bush called and personally appealed for a mandatory evacuation for the low-lying city, which is prone to flooding.

    We all saw the hundreds of unused buses that could have carried people to safety.
