John 16:13 Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come.
That underlined portion of the above scripture means the Holy Spirit cannot speak of His own volition, but say whatever He hears.
When Jesus was on earth, the Holy Spirit spoke for the Father.
Matthew 10:19 But when they deliver you up, take no thought how or what ye shall speak: for it shall be given you in that same hour what ye shall speak. 20 For it is not ye that speak, but the Spirit of your Father which speaketh in you.
Now that Jesus is in Heaven as all power has been given unto Him in heaven and in earth.
Matthew 28:18 And Jesus came and spake unto them, saying, All power is given unto me in heaven and in earth.....20....and, lo, I am with you always, even unto the end of the world. Amen.
The Holy Spirit speaks for the Good Shepherd now as the Son guides us through the Holy Spirit within us as all the words of the Father are now the Son's.
John 16:14 He shall glorify me: for he shall receive of mine, and shall shew it unto you. 15 All things that the Father hath are mine: therefore said I, that he shall take of mine, and shall shew it unto you.
So God's gift of tongues is of other men's lips to speak unto the people; not back to God.
1 Corinthians 14:20 Brethren, be not children in understanding: howbeit in malice be ye children, but in understanding be men. 21 In the law it is written, With men of other tongues and other lips will I speak unto this people; and yet for all that will they not hear me, saith the Lord.
Therefore the Holy Spirit cannot utter His own intercessions out loud at all which is why there is necessity for Another to know the mind of the Spirit to make the intercessions of the Spirit's known to the Father Whom is the Lord Jesus Christ; the One that also searches our hearts.
Romans 8:26 Likewise the Spirit also helpeth our infirmities: for we know not what we should pray for as we ought: but the Spirit itself maketh intercession for us with groanings which cannot be uttered. 27 And he that searcheth the hearts knoweth what is the mind of the Spirit, because he maketh intercession for the saints according to the will of God. KJV
This is why the Holy Spirit cannot make His own intercessions known by Himself because He can only speak what He hears. That is why His intercessions are unspeakable and why Another is needed to know the mind of the Spirit to make the Spirit's intercessions known to the Father.
This is also in according to the will of the Father because there is only one Mediator between God and men, the man Christ Jesus, which is why and how the Father knows before we ask anything in prayer.

Hebrews 7:25 Wherefore he is able also to save them to the uttermost that come unto God by him, seeing he ever liveth to make intercession for them.
Hebrews 4:12 For the word of God is quick, and powerful, and sharper than any twoedged sword, piercing even to the dividing asunder of soul and spirit, and of the joints and marrow, and is a discerner of the thoughts and intents of the heart. 13 Neither is there any creature that is not manifest in his sight: but all things are naked and opened unto the eyes of him with whom we have to do. 14 Seeing then that we have a great high priest, that is passed into the heavens, Jesus the Son of God, let us hold fast our profession. 15 For we have not an high priest which cannot be touched with the feeling of our infirmities; but was in all points tempted like as we are, yet without sin. 16 Let us therefore come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need.
Matthew 6:7 But when ye pray, use not vain repetitions, as the heathen do: for they think that they shall be heard for their much speaking. 8 Be not ye therefore like unto them: for your Father knoweth what things ye have need of, before ye ask him.
This is shared for any believer to have His words for discernment that the Holy Spirit will not use God's gift of tongues as a form of a prayer language, because He can't speak for Himself, but can only speak what He hears. From being the Spirit of the Father to now being the Spirit of Christ, He cannot be the Spirit of the Spirit. He speaks for Christ now.
So Christ speaks through the Holy Spirit in us, using God's gift of tongues to speak unto the foreigners, and thus why Christ will not use God's gift of tongues to "pray" back to Himself through the Holy Spirit in us, especially when He knows everything before we ask by searching our hearts and knowing the mind of the Spirit which is why and how the Father knows everything before we ask.
Seek edification from the written word in the KJV and pray normally so that you know what you had prayed for to give the Father genuine thanks in Jesus's name for answered prayers, because that is the will of God in Christ Jesus concerning you.
2 Timothy 2:15 Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of truth. 16 But shun profane and vain babblings: for they will increase unto more ungodliness.
1 Thessalonians 5:17 Pray without ceasing. 18 In every thing give thanks: for this is the will of God in Christ Jesus concerning you.
