The passage of Jeremiah 31:31-33 proves that the Ten Commandments are at the core of the New Covenant (As does Isaiah 56:1,8; John 10:16; Isaiah 56:2-7, and many other such places). Jeremiah, under inspiration of the Holy Ghost, specifically refers to God's "my law", which in context, and all throughout Jeremiah, Isaiah, and in Exodus is the Ten Commandments.
Exo_16:4 Then said the LORD unto Moses, Behold, I will rain bread from heaven for you; and the people shall go out and gather a certain rate every day, that I may prove them, whether they will walk in my law, or no.
Isa_51:7 Hearken unto me, ye that know righteousness, the people in whose heart is my law; fear ye not the reproach of men, neither be ye afraid of their revilings.
Jer_6:19 Hear, O earth: behold, I will bring evil upon this people, even the fruit of their thoughts, because they have not hearkened unto my words, nor to my law, but rejected it.
Jer_9:13 And the LORD saith, Because they have forsaken my law which I set before them, and have not obeyed my voice, neither walked therein;

What the New Covenant (aka Everlasting and Eternal Covenant, the Covenant of Life and Peace, etc) replaced, was the 'old' Covenant, which according to Exodus 19 and Hebrews 8, etc is not the Ten Commandments.
In Exodus 19 are two covenants. God's eternal and theirs.
Moses as Mediator of the 'old' covenant:
Exo 19:4 Ye have seen what I did unto the Egyptians, and how I bare you on eagles' wings, and brought you unto myself.
Exo 19:5 Now therefore, if ye will obey my voice indeed, and keep my covenant, then ye shall be a peculiar treasure unto me above all people: for all the earth is mine:
Exo 19:6 And ye shall be unto me a kingdom of priests, and an holy nation. These are the words which thou shalt speak unto the children of Israel.
Exo 19:7 And Moses came and called for the elders of the people, and laid before their faces all these words which the LORD commanded him.
Exo 19:8 And all the people answered together, and said, All that the LORD hath spoken we will do. And Moses returned the words of the people unto the LORD.
Heb 8:6 But now hath he obtained a more excellent ministry, by how much also he is the mediator of a better covenant, which was established upon better promises.
Heb 8:7 For if that first covenant had been faultless, then should no place have been sought for the second.
Heb 8:8 For finding fault with them, he saith, Behold, the days come, saith the Lord, when I will make a new covenant with the house of Israel and with the house of Judah:

Their human promises in Exodus 19 were faulty, and they broke them almost immediately.
The Ten Commandments are never faulty, being the perfect promises of God:
Psa_19:7 The law of the LORD is perfect, converting the soul: the testimony of the LORD is sure, making wise the simple.
