Proxy Address and Port

My browser is MS Internet Explorer 6.0 and I am using satellite service. When I go to the LAN settings to set my Proxy and Port settings, I cannot get the settings to stay.

If I turn off my computer or restart for any reason, I lose my settings.

Would anyone have any clues as to what I can do to solve this problem? Direcway is no help on this problem.
