Isaiah 65-66 can be seen both as an answer to the extended prayers of chapters 63 and 64 and as glimpses of both covenants, the closing of the Old, dawn of the New.
Some commentaries are surprisingly sparse in unpacking here, in some cases restricting – the “good news” verses here to the times of the Restoration. But if the Lord, teaching the two disciples “beginning at Moses and all the prophets … expounded unto them all the things concerning Himself”, Luke 24:27, then surely those who take on the exposition of these closing chapters of Isaiah should go and do likewise.
