Why did Paul say the following?

I believe Paul viewed what he was speaking about to be the proper way of acting; but that this was not among the things he had received of the Lord by revelation.

I see this as Paul invoking the apostolic authority to bind and to loose, Matt. 16:19.

 

The modern translations have "concession" rather than "permission."
The context of the statement is in regard to marriage.
Paul seems to be saying that it is better to remain single, yet because of a lack of self control in some, it is better to be married.
He is not commanding them to do so, however.

In other words, "I say "get married" by way of concession, not of command."

When Paul spoke this line, he referred to the choice of marrying or not marrying. He saw himself speaking about the choice of staying unmarried as a concession (a explanation that does not violate God's moral principles but does stand as an exact order from him).
