Active Church membership

On another thread, it was mentioned that Bellevue Bap has a membership of some 30,000, but only about 7,000 attend weekly.
(& that includes on-line) so that amounts to about only 23% of all members attending!

Granted, some are in nursing homes, some work on Sunday, ect -

So those who do not have a valid reason for missing, what action does the church take?
Inactive list, discipline list, other....

How about those attending college more than 1,000 miles from home?
How about those serving in the military?
How about those permeant in a nursing
How about those in jail (a year or less) or prison (a whole lot longer)
How about someone who starts another Baptist church? (but no letter is recd)
How about someone who starts a church of like faith and order.?

How long with no attendance before action is taken.

Other thoughts?

I think it depends. We think too much of "going to church" and too little of gathering as a church.
