    PREVIOUSLY unseen footage of Osama Bin Laden taken by a CIA spy drone reveals how close the Americans came to killing the Al-Qaeda leader two years before the September 11 attacks.

    They include at least three further occasions in Afghanistan between 1998 and 2000 when the CIA had Bin Laden in its sights but was prevented from acting. There were divisions between the agency and the White House over who would have the authority to fire and the legality of killing the Al-Qaeda leader.

    The nearest the CIA came to killing Bin Laden was on the hunting trip in February 1999, just a few months before the Predator incident. The site was a camp in the desert south of Kandahar where Bin Laden had gone with wealthy visitors from the United Arab Emirates.

    Richard Clarke, Clinton’s senior counter-terrorism adviser, has written in his memoirs: “When word came through that we had a contemporaneous sighting from our informants, the counter-terrorism security group met immediately by secure video conference.”

    As the White House dithered, the hunting party moved on. “All that was left was a pile of burning garbage in the desert,” said Scheuer this weekend. He claimed that the group had left after Clarke called a senior figure in the Emirates royal family. “It’s hardly surprising that they pulled out so quickly and that we lost our chance to kill Bin Laden,” said Scheuer.

    Hmm, this information came from the "American sources" to al-Jazeera? How convenient.



    Has this been leaked to deflect attention from Bush's abysmal performance during Katrina? Or because his poll ratings are down so low?

    Because surely this is old news.

    Any thinking person knows Clinton dropped the ball as far as Bin Laden is concerned.

    And we payed dearly.

    Some of us thinking people don't know that. Some of us credit his hesitation over legal ramifications as valid. Some of us think his administrations emphasis on terrorism to the incoming administration was poo-pooed out of arrogance and that it was the new administrantion that dropped the successfully passed ball.

    Many of us think we are paying dearly for the current administration's neglect and arrogance as well as their contrive war on Iraq (which used bin Laden's attack as an excuse that many unthinking people fell for).

    From Al Jazeera, no less.

    It's a valuable lesson. They don't mind confirming to their audience that the U.S was considered a loudmouth do nothing and afraid to act against terrorists prior to the W Presidency.

    We all know that, especially the Arab world.

    This expose' is their way of laughing at us and warning their terrorists, at the same time, that they will pay a price for their acts now that they didn't have to worry about under Clinton.

    Not that I wouldn't love to take the opportunity to criticize Clinton and, even more, to see a bullet between bin Laden's eyes, but did he have a mandate like Bush has had since 9/11 to take him out?

    Killing Osama Bin Laden prior to the war on terrorism launched in Afghanistan would have certainly been considered illegal according to our law even if he was a perceived threat.

    Assassination while not at war is prohibited. President Reagan's 1981 Executive Order 12333 - along with previous orders by other Presidents - concerning intelligence banded this activity and is still binding.

    This ban was put in place to prohibit our intelligence agencies from participating in assassinations during peacetime which were deemed to be too close to murder for comfort.

    This ban, however, does not apply to military actions in time of war wherein heads of state, especially if also commander-in-chief of military forces, could be legally targeted although with some limitations. The limitations preclude the use of a bounty or of "treachery" and maybe some other conditions I don't recall at the moment. The killing, in essence, would have to be based upon a military verses political need and be carried out as a true act of war against a enemy with whom we were at war. Now that we're at war on terrorism, Osama Bin Laden is a fair target just like any other terrorists and the military verses political need is obvious.

    I didn't care for President Clinton at all but I can not fault him for not directing that Osama Bin Laden be killed. Had he done so, he was have been roundly criticized by Americans who'd have considered his actions against the law. It would have been considered a politically motivated murder at the time rather than the killing of an enemy during war.

    Just as Osama killed 5 journalist teams before he assassinated an american ally, creeps jump when news is leaked.

    saw a program that had shown how many times hitler avoided assassination attempts he narrowly avoided several attempts bin laden
    is like all the rest he can't live forever just
    too long whether he is alive or no he has a lot
    of bizarre friends think of what could have been
    his life could have been used to help many people with all the oil money construction money he inherited even though he had 47 brothers and sisters what good he could have done hospitals
    clinics widows with child poor destitute people
    now his legacy will be to die and to be an anti-christ a person lost for eternity may God help us can you imagine if you were raised as he was
    to know nothing but riches then use his wealth to kill and destroy needlessly God has told us of one who came to kill steal and destroy Thank God for His mercy to us and to Jesus His Son for dying for us and for all people to die in our place for the remission of our sins if not for God's mercy we could be in Afghanistan or Iraq

    On the other hand, we did manage to kill yet another top Al Qadea terrorist.

    Such positive accomplishments don't get much attention do they?
