It doesn't bother me. I was just wondering what's the thinking behind it as it seems intentional.

A lot of it has to do with the opening of the borders. I'm thinking that they had to do that because of the lack of children being born in the country. They need future work forces. Italy is an example of what happens if you do nothing.
