Disclaimer: I believe California's governor to be totally whacked, but at the same time I'm starting to wonder how China seems to be managing their situation so well if other counties are predicting infections in the 10s of millions?

I'm afraid that number is not realistic. There are already 217 deaths in the U.S. and this thing is just getting started with 14,366 cases.

In two months that is 15 doublings.

700 x 2 ^ 15 = 23 million people. That is where they get their calculation from.

It will likely not go that way because after about 5-6 more doublings, many cities will go the way of Wuhan and completely shut down.
