To an outsider what does this mean
Well it has to go thru both houses of congress first but it would mean the end of the US as we know it. Of course when conservatives got into office they would just do the same thing. It would create a back and forth.
This is assuming the libs have not DESTROYED this country before then; which I see as a definite possibility should GOD not mercifully intervene.
If the voting mess does not get corrected prior to the ‘22 elections, there will be no conservatives to add to the legislature.
Two thirds of the state legislatures may call a convention independent of the federal government to propose an amendment to the constitution. If two thirds of the state legislatures ratify an amendment so proposed, then the amendment is part of the Constitution and binding on the federal government.

It might be just barely possible right now, but only because he has a slim majority in the House and his VP can break a tie in the Senate. The president alone could not do it.
