Changes in the NFL???

I have set the teams up in a more regional plan
The two cites with two teams - have one team in different divions
Teams are listed in Alpha order
There should be only 6 division of 6 teams each - 36 teams ( I have seven)
So we need 4 expansion teams - what cities would you choose?

At 18 games play each team in your division (home and home) and the eqivelant team in other divisions 1 time - plus one additional game.(maybe a former rival - ect)

So how would you set up the 6 div x 6 teams each???
