    It's very clear from a multitude of reports that North Korea truly runs an outlaw state. They have been caught counterfeiting cigarettes, Viagra, and currency, including US $100.00 bills as noted in the OP, as well as selling heroin and methamphetamine to generate revenue for the NK state and to make money for their embassies. Counterfeiting currency is an act of economic warfare and using embassies as bases of criminal operations is prohibited by international law.
