CIA Confirms Bin Laden's Voice on Tape

CAIRO — Al Qaeda is preparing for attacks in the United States but the terror group is offering a conditional truce to help rebuild Iraq and Afghanistan, Usama bin Laden said in excerpts of an audiotape aired Thursday on Al-Jazeera.

The CIA later said the tape is authentic, but the FBI was not so sure.

"Following technical analysis of the Usama bin Laden tape aired today, the CIA assesses that it was the voice of Usama bin Laden," said the agency official, speaking on condition of anonymity because the official was not authorized to use their name.

FBI spokesman John Miller, however, was not so quick to agree.

"The tape's being analyzed right now — not just by the FBI but our partners in the intel community — one, to gauge its authenticity, though to date there hasn't been a false bin Laden tape that's come out, and second, to analyze its content and message," he said.

The CIA official provided no details about how the agency concluded that the voice was that of bin Laden.

The agency's determination was sure to intensify the scrutiny that officials from the United States and other countries will give to the recording.

White House officials said the United States will remain firm in its fight against terror.

"Clearly the Al Qaeda leaders and other terrorists are on the run and under a lot of pressure," White House spokesman Scott McClellan said. "We do not negotiate with terrorists; we put them out of business."

U.S. counterterror officials said Thursday they have seen no specific or credible intelligence or noticed any increase in "chatter" that would indicate an upcoming Al Qaeda attack on the country.

The voice on the tape said heightened security measures in the United States are not the reason there have been no attacks there since Sept. 11, 2001, but "because there are operations that need preparations, and you will see them."

"Our people are able to infiltrate through your security measures no matter how strong," he continued.

He said insurgents are winning the conflict in Iraq and warned that security measures in the West and the United States could not prevent attacks there.

"The proof of that is the explosions you have seen in the capitals of European nations," he said.

"The delay in similar operations happening in America has not been because of failure to break through your security measures. The operations are under preparation and you will see them in your homes the minute they are through [with preparations], with God's permission."

Speaking before The Manhattan Institute for Policy Research in New York on Thursday, Vice President Cheney said: "Our nation has been protected and it's been more than luck."

The voice on the tape also proposed a "long-term truce" with the U.S. military.

"We do not mind offering you a long-term truce with fair conditions that we adhere to," he said.

"We are a nation that God has forbidden to lie and cheat. So both sides can enjoy security and stability under this truce so we can build Iraq and Afghanistan, which have been destroyed in this war. There is no shame in this solution, which prevents the wasting of billions of dollars that have gone to those with influence and merchants of war in America."

Here is the full text of the message as broadcast.

My message to you is about the war in Iraq and Afghanistan and the way to end it.

I had not intended to speak to you about this issue, because, for us, this issue is already decided: diamonds cut diamonds.

Praise be to God, our conditions are always improving, becoming better, while yours are the opposite.

However, what prompted me to speak are the repeated fallacies of your President Bush in his comment on the outcome of US opinion polls, which indicated that the overwhelming majority of you want the withdrawal of the forces from Iraq, but he objected to this desire and said that the withdrawal of troops would send the wrong message to the enemy.

Bush said: It is better to fight them on their ground than they fighting us on our ground.

In my response to these fallacies, I say: The war in Iraq is raging and operations in Afghanistan are on the rise in our favour, praise be to God.

The Pentagon figures indicate the rise in the number of your dead and wounded, let alone the huge material losses.

To go back to where I started, I say that the results of the poll satisfy sane people and that Bush's objection to them is false.

Reality testifies that the war against America and its allies has not remained confined to Iraq, as he claims.

In fact, Iraq has become a point of attraction and recruitment of qualified resources.

On the other hand, the mujahideen, praise be to God, have managed to breach all the security measures adopted by the unjust nations of the coalition time and again.

The evidence for this are the bombings you have seen in the capitals of the most important European countries of this aggressive coalition.

As for the delay in carrying out similar operations in America, this was not due to the failure to breach your security measures.

Operations are in preparation and you will see them on your own ground once the preparations are finished, God willing.

Based on the above, we see that Bush's argument is false.

However, the argument that he avoided, which is the substance of the results of opinion polls on withdrawing the troops, is that it is better not to fight the Muslims on their land and for them not to fight us on our land.

We do not object to a long-term truce with you on the basis of fair conditions that we respect.

We are a nation to which God has disallowed treachery and lying.

In this truce, both parties will enjoy security and stability and we will build Iraq and Afghanistan which were destroyed by the war.

There is no defect in this solution other than preventing the flow of hundreds of billions to the influential people and war merchants in America, who supported Bush's election campaign with billions of dollars.

Bush is tearing the nation apart... I would say it is more the opportunistic liberals who accentuate every bit of bad news in their effort to regain the power the American people have denied them. The strategy may very well work... but to blame Bush is ridiculous.

I personally believe that the evaluation was made that bin Laden was less a liability as a fugitive as a martyr. BTW, things in Afghanistan seem to be moving along satisfactorily in spite of what this goober to whom "treachery and lying" have been disallowed. What a joke. Based on what?

Every "suggested" alternative by your side on how to handle Iraq has been basically a recital of what we are now doing. Those who suggest that we cut and run are either ignorant of history, traitors, or stupid. This is not an enemy that is going to play nice if we placate them. They will only demand and take more... just like Hitler did. Maybe you want to let them grow into a force that will cause the next World War and cause 100's of millions of lives... but I don't.

Yeah... assuming that I am wrong and he wasn't consciously let go... exactly what should have been done different to get him? Should we have thrown Pakistan (a nuclear state) into civil war by invading them in search of bin Laden? That is the only way he could have been caught by now. The border provides him a cover we can't breach without disrupting a very fragile ally.

I'm sure it would Phillip and I also believe the media puts out information that should not be released to the public or the enemy.

The similarities are quite striking. It's almost as if he has quotes from Kennedy, Pelosi, Dean,Murtha, et al, sitting right in front of him and he's reading them as his speech.

It's an astounding demonstration from Bin Laden of what the Constitution means when it says "bringing aid and comfort to the enemy", which is what liberals have been doing for him.

Knowing the cut and run philosophy of the left, he now proposes a truce that he has no intention of keeping. Shades of Vietnam.

Liberals wrote the playbook for all our enemies. All they have to do is run the plays.

Interestingly enough, before Bush, nobody seemed to really take the threats seriously either. Then there was this thing called 9-11, and now, well, we tend to take it more seriously while the isolationists in this country stick their heads in the sand and pretend that what happens in other nations has no effect on us.
