Cheney was Secretary of Defense from '89 to '93. Before that, while in Congress, he was House Minority Whip; before that, Chairman of the House Republican Conference and before that, Chairman of the Republican Policy Committee. He had friends and influence in Congress, Republican majority since '95, and the Senate, Republican majority '94 - '01, '03 - now.

The federal government is far more than just the president.

 

It is interesting to look at just a portion of LE's link and see the bias shown in the headline:

Notice that only Halliburton was singled out in the Headline. General Electric and ConocoPhillips were not. But what does one expect from Bush Bashers. Note: Bashers is a Baptist Board approved polite word for Haters.

 

The facts are that Halliburton is one of the few corporations with the capability to do certain work, particularly in foreign countries.

You mean like serving meals to soldiers? I guess that's why all of their contracts don't seem to be opened up for competitive bidding.
