The Greek word often translated as "creation" is "ktisis" (G2937) and is used in about three ways in scripture.
It is used to refer to the thing created, such as the authority of those in power, Kings or Governors. (1 Peter 2:13)
It is used to refer specifically to either God's creation of humanity or God's creation in Christ of a "new creation."
And by considering the context of the passages where our word is used, we can usually determine which of the three meanings is intended.
Mark 10:6 the creation of humanity is in view, male and female.
Mark 13:19 the creation of humanity is in view, its beginning until now.
Mark 16:15 all of God's creation of humanity is in view.
Romans 1:20 created people of humanity individually are in view
Romans 1:25, the created bodies of humans is in view, the creature rather than the Creator.
Romans 8:19, the new creation in Christ is in view, and non-believers are definitely not in view.
Romans 8:20, the new creation in Christ is in view, as they know they were subjected to futility.
Romans 8:21, the new creation in Christ is in view, as they will obtain the glory of children of God.
Romans 8:22, here all of humanity is in view, as everyone suffers as part of the fallen during the birth of the new creations until the end of the age.
Romans 8:39, the things created by God including Satan are in view.
2 Corinthians 5:17, the new creation in Christ is in view.
Galatians 6:15, the new creation in Christ is in view.
Colossians 1:15, the new creation in Christ is in view. as siblings of the firstborn Christ.
Colossians 1:23, all of humanity, Jew or Gentile, is in view with Paul as a gospel minister.
Hebrews 4:13, all of God's created humanity is in view, we are all laid bare to His eyes.
Hebrews 9:11, here God's created things of our physical world are in view, not the spiritual realm.
