Does the above kingdom take place on the earth?

Who will be the rulers in the above kingdom?

The kingdom in question is the Kingdom of God/kingdom of heaven. It commenced with the arrival of the King, the Lord Jesus Christ. It continues to grow world-wide and at the time of our Lord's return in glory, it will break in pieces all the kingdoms of the world.
 
United Europe disappeared when the Roman Empire fell but has re-appeared as a loose confederation. I think this is a sign of the last days. All we need now is for Europe to have some kind of crisis and choose a strong anti-Christ to lead them. God's Messianic kingdom on earth was prophesied by most of the prophets.

Sorry! I didn't answer this earlier. The kingdom of God is here now (Luke 11:20), but its fulfilment will be in the new heavens and new earth of Rev. 21-22.
I use the phrase "developing now" and coming to fulness when the King returns physically to the throne of His father, David. Scratch my head at people who teach this IS the Kingdom today. Just not seeing prophecies fulfilled that must be fulfilled when the Kingdom comes in fulness.

43 And whereas thou sawest iron mixed with miry clay, they shall mingle themselves with the seed of men: but they shall not cleave one to another, even as iron is not mixed with clay.
44 And in the days of these kings shall the God of heaven set up a kingdom, which shall never be destroyed: and the kingdom shall not be left to other people, [but] it shall break in pieces and consume all these kingdoms, and it shall stand for ever.

Here's what I see when I read the above, after 20+ years of studying my Bible ( didn't begin to make a lot of sense until relatively recently, within the past 10 years or so ):

Daniel's vision about a 4th kingdom is describing the Roman Empire, a "kingdom of iron" that will break in pieces...which it has.
The feet and the toes ( 10 of them ) are part clay and part iron and the kingdom was divided ( east and west, the two "feet" ), strong but broken.
These "Romans" will mingle ( mix ) themselves with the rest of mankind, but not cling to, or truly identify, with them.
This describes present-day Europe, IMO, and mostly the western part.

In the days of the ten kings to come ( descendants, territorially, of the old Roman Empire that will rise up, and will be given power during the Tribulation ) the Lord will set up a kingdom that shall never be destroyed.

Yes.
It represents the one that the Lord Jesus sets up at His second coming, when He rules the earth with a "rod of iron" ( strict and hard to bear, from the viewpoint of those ruled ) for a 1,000 years from His father David's throne at Jerusalem.

The stone ( Jesus Christ, the Son of God ) that was cut out of the mountain ( the Lord God ), will break in pieces the iron ( Rome ), the brass ( Greece ), the clay ( everyone else and their kingdoms ), the silver ( the Medes and Persians ) and the gold ( Babylon under Nebuchadnezzar ).
See Daniel 7 and Daniel 8 for more detail about who these kingdoms represent.

His kingdom shall swallow up all the others when He comes again.
Who will be the rulers in the above kingdom?
" And I saw thrones, and they sat upon them, and judgment was given unto them: and [I saw] the souls of them that were beheaded for the witness of Jesus, and for the word of God, and which had not worshipped the beast, neither his image, neither had received [his] mark upon their foreheads, or in their hands; and they lived and reigned with Christ a thousand years." ( Revelation 20:4 ).

Christ's sheep, those who have been saved from the wrath that is to come ( the Lake of Fire ).
They will live with ( and reign with ) Him on the earth for a thousand years before the Judgement...

Just as His word says.
