I do. I was there. Our hands were tied. We could have won the way in six months, at any time, right up to the moment Nixon followed the advice of that idiot Sen. George Akin (D-Vermont) who said "wake up one morning and declare victory" and pack up to go home. And who tied our hands? The idiots in agreement with Akin! His fellow lawmakers!
Akin's advice has been the congressional theory of foreign policy ever since. When Congress declares war, it ends up being a morass of idiocy. Still, I'm in favor of the War Powers Act, because to not have the consensus of the people's representatives in taking such action is dictatorship. I just wish they'd vote "yes" when they have to and then shut up and stay out of it.
