The big problem in China is that a lot of these drugs which are banned in the U.S. are still legal in China. And so the companies can make them with the full support of the government and have them basically smuggled into the U.S. ... The biggest and most disturbing revelation from my book was that not only is China not doing enough to contain this industry, they're actually encouraging this industry through a series of tax breaks, subsidies and other grants.

Different circumstances calls for different measures, but, yeah, maybe, 20,000+ dead USA citizens every year is cause for action.Substitute China for Mexico and opioids for drugs and gang violence. Now, are you going to declare the Chinese opioid merchants terrorists?
Yet, it could get a lot worse without its drug money...Mexico already is in recession as no one trusts the communist AMLO. All of Latin America is a dumpster fire.
(My grandpa was part of that incursion force. I wish I had gotten him to tell me about his experience there).
