Some may say that slavery began here or there at this or that time, or that a man becomes a slave to somebody else because he owes money or property or something else, which debts are passed on from generation to generation.
Regardless, God did not institute it.
What God can do, and did, among His people, in this case as represented by Israel, is to institute laws and regulations on how to treat those who are their slaves.
Whether Israel followed these regulations and instructions faithfully, I do not know. But I can surmise that many did not.

There was a time limit on brethren (fellow israelites) keeping one another as slaves.
