'restored', 'reformed', but not 'revived' ...
A man (or group of mankind) being restored and reformed simply means put back together into an orderly fashion so that it can work again as it did at the first. However, without life, being 'revived', the man (or group of mankind) is still dead, a lifeless corpse.
God formed man of the dust of the ground, and made him into an orderly being, yet before the breath of life of God was breathed into him, the man was still quite lifeless/dead, inactive.
A man can be reformed into shape.
A man can be restored to a working (orderly) condition.
A man without being revived can be both restored and reformed, but is still as dead as a door nail. Kinda like this:
Rev_3:1 And unto the angel of the church in Sardis write; These things saith he that hath the seven Spirits of God, and the seven stars; I know thy works, that thou hast a name that thou livest, and art dead.
