Depends on the situation. Let the pastor be convinced in his own mind and follow his conscience

Peace to you

For Christians, a valid biblical divorce implies no barrier to future remarriage. That said, I have personally witnessed only one in my 50 years of pastoring. Very strict guidelines.

But performing a wedding for a person with MULTIPLE divorces seems to stretch credulity of their being a biblically-based divorce again and again. I would personally not be involved.

For non-Christians, previous divorce(s) are not a factor and the pastor/justice of peace/judge in such civil action must follow civil regulations only.

Should a pastor marry people who have been divorced multiple times?
It really depends on the circumstances of the divorce from the previous marriage/s whether they were biblically allowed to divorce or not. Was the previous marriages and divorce prior to becoming a Christian? That being said even if they were not biblical sound divorces and they remarried it should not keep them from becoming members, but they should not be allowed to hold any kind of teaching or serving position in the church if this all took place as Christians.
