If yes, why? If no, why?

Give to him who keeps on begging from you, and do not turn away from him who would borrow [at interest] from you.
    Matthew 5: 42

He who gives to the poor will not want, but he who hides his eyes [from their want] will have many a curse. Proverbs 28: 27

However, on the flip side, Jesus never gave money to beggars, and I cannot show you where in the bible anyone did. Sooooo, what is the 'RIGHT" thing to do?

I do the same as Crabby - provide food or beverage but not cash.

I have offered to buy them food - but I have only had one taker.

I offered to take one man to the Rescue mission for a complete meal, his answer "I'm not gonna eat that slop".
    Guess he wasnt hungary.

Yes, I understand completely Salty, bro but there are plenty that are hungry.

I have in the past gave bananas and chips, whatever I had in the car and they gobble it down.

However, many are using it as a way to scam people. There was this legit fellow that I ran into outside of a Wallgreen's and boy could he sing, he could sing just about any oldies, 60',70's,80's ( Well, those are oldies to me anyways :)) song you could think up. He was telling me that he does this for a few extra bucks, I told him to try and find gigs because he was very good. Regardless, he was able to bring back some great memories for myself and with his talent, I would not consider this begging.

However, he went on to tell me there are a group of kids about 5-8 of them that scatter around to each corner and follow people outside of stores or certain hot spots near free way entrances and intersections. They would all use hand signals to interact with each other and give info on how they are doing at a particular spot and move around accordingly.

So, I understand (begging) is being abused and manipulating those whom generally want to help.

However, the question for me is, should we assume motives and not give to anyone because of what we "think" they might do?

As long as we are giving with a cheerful heart, trying to honor God with our giving nature, does it matter what they do with it?

Yes, we should. There are many agencies that can give PROPER assistance to such individuals.
I am of the opinion - Give a man a fish, he will eat for a day, teach a man how to fish, he will eat for a lifetime.

Yes, it does matter. We are to be good stewards- and as I stated above - there is help available. We would be much better to give that cash to a Rescue mission - who will be able to give not only physical help but spiritual help as well.

Good points, I agree with this. Give the money to professionals.

I still think a random meal or banana for those whom I see really struggling and hungry is not such a bad thing.

    agreed.
However, here in the Salt City, you see the same people day after day on the corners.

The worse one was a lady - maybe 30 or so - had her 9 year old kid out on the street with her. I wish I had called CPS.

I don't give money to individuals, but I do give money to several rescue missions where people are fed and their needs met, including their need to hear the Gospel.

Our church has a food pantry. We generally feed 3-4 families a month depending on the need. We never give cash. On occasion we have put gas in someone's tank. All who darken the door hear the gospel. Those refusing food, go away empty handed.

When I was about 14 or 15 years old, a man who looked to be homeless approached me in front of a liquor store. He asked if I could give him a few dollars as he had not eaten in several days. I asked if he would buy booze with the money and he promised me he would not, but would use it to buy food. So, I gave him $3 which was a pretty good sum back then. He took the money and walked right into the liquor store.

I have been a little reluctant to give beggars money since then.

I am terribly glad that I have not encountered truely destitute persons, although occassionally they are in cities.

I live in a reasonably poor town, the hungry are fed through the churches where I have worked in a volunteer capacity, a sit down dinner with a main course of meat and veg, and a pudding after. There was fruit and tea and coffee.

Food parcels are available, and folk can receive assistance in money handling.

These services which include clothing are not government funded, but the social services provide a monetary dole.

I know my sister was appalled by the numbers of beggars when she was in the USA, notably in New York.

I don't give them cash, but refer them to our local co-op, which is a group of local churches that come together to collect food, etc, for the needy. Our Ladies Bible Study group collects food, etc, as one of our yearly projects, and many of us work in the co-op to help out.

I personally like the terminology "Bum". If they are attempting to work & be self sufficient, they arent bums...rather they are down on their luck.

A person who sponges off others or does dishonest things to take another's hard earned money you should appropriately be labeled a "Thief"

Years ago there was a fellow who would hold up a sign saying, Will work for food.

My friend Mike was painting his house, he stopped and told the fellow that if he would help him paint his house, he would not only feed him, but he would pay him a hourly wage too. The guy refused.
