Here is the key question. On what basis will God judge them? The answer is in Romans 2:14-15
14 For when the Gentiles, who have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves:
15 Which show the work of the law written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or excusing one another.
I think this means that each, through the work of the law written on their hearts, and their conscience, have a sense of right and wrong, and have developed a moral code around that. That's what it means when Paul says they are a law unto themelves.
And that moral code is the basis on which they will be judged. Their problem is, they can't even keep their own moral code perfectly; and unless they do, they will be condemned.
That's our problem as well. We have the OT law as a guide to right and wrong, and the have the NT revelation, and we can't keep it, either. That' makes us sinners in need of a Savior. And without the Savior, we are under condemnation the same way the pagan is.
