It certainly could mean all kinds of people (Jew and Gentile alike) in all countries, but I see no problem with it meaning everybody without exception and the context probably fits that better. The Gospel message must go out to everyone, and whoever believes will be saved.Acts 17:30

Think Amy's right on target. Obviously, from your opening post, you believe that "all" translates to "all elect." If you have no room for considering that "all" means "all," then your opening question leaves no room for discussion.

A lost man will stand condemned before God not because he could not believe, but because he would not.
No one can say "I really wanted to be saved, but I couldn't."
Yes, the elect who hear the gospel will be saved, but the rest will acknowledge that their condemnation is just because they simply didn't want to confess Christ as Lord.
Well as always in the Cal/non Cal debate, it boils down to how do you define "all" and "everywhere". You know.....what the definition of "it" is. :tongue3:
