His reasoning :
1) if small dogs were allowed than more people would take the train and thus less traffic on the road.
2) if more people rode the train - it would help the financial woes of Amtrak - which in part supported by the US Govt.

I don't need a bill passed to have my dog accompany me on private or public transportation .... my dog is a certified medical alert dog. She has saved me from the consequences of sugar lows for years now, and a valuable asset when it comes to my physical health.

Service dogs like her are simply amazing. I don't know how these kiddos figure out when a seizure is coming on, or in my case hypoglycemia, but they do, and it is a gift.

Actually, yes you did need legislation passed for that to be possible.
