Does 'life' here mean 'eternal' life?
Yes or no; were all non-Jews going to hell for all eternity prior to this?

I vote no. Gentiles had been 'born from above' all along.
I may regret this, but I'll bite on this one!!
I tend to think that "life" in this verse does mean eternal life. When one is "renewed" in the Spirit of God, he is born again/born from above. One doesn't get saved, and then later one, obtain eternal life. One gets eternal life when one gets saved. They have the "wedding garment" on when they are saved, and I find nowhere where anyone can/does take it off.
Now concerning the Gentiles. The Gentiles who believed, such as Rahab and Ruth, they were saved the same way that the Jews were, looking to the cross through faith. But no one had the indwelling of the Holy Ghost until after Jesus went back to the Father the last time. Those who prophesied in OT days, it was when the Holy Ghost came "upon" them and they prophesied such as King Saul did. Now, after Jesus accomplished the will of the Father, the Holy Ghost now indwells those who believe. They(OT saints) did not have this luxury.
