The phrase as used, and this clip is really meaningless, apart from context, and further expansion, IMO.

"FTR, Presidents Jimmy Carter, George H. W. Bush, William J. Clinton and George W. Bush are properly titled as 'former (U.S) President' rather than 'Ex President', and are referred to, simply, as 'President' for the benefit of the OP."

Pres. Clinton was clearly referring to a Protestant (or Calvinist) work ethic.

Yes, this is referring to the Protestant Work Ethic, which was originally dubbed the Puritan Work Ethic, and the Puritans were Calvinists. Clinton's statement is kind of awkward, and I doubt very many people understood the oblique reference.

That was really odd. I understood what he meant, but he's too good a speaker to not communicate meaning more clearly.
