Should the GI Bill for education be allowed to be transferred to a family member?

I say "yes". Definitely the old one (the one the member said into). But I'd also say the post-911 GI Bill (can't remember the "chapter").

The reason is that the GI Bill is an incentive just as much as a benefit (it is presented as an incentive to encourage enlistment). And it is a benefit that the member takes with them when they leave service. Members can use part, transfer part divided among children and spouse, etc.
