It depends on the context. For the most important aspect of life, God has helped those who could not help themselves (while we were sinners Christ died for us). On the other hand we are called to be diligent workers and good stewards of what God has given us. To whom much is given much is required is also a good saying.

Hard to see the cause and effect as originating with people. God intervenes, through Holy Spirit, to enable people. His people respond with faith and service. The more you do according to God’s will, the more God enables you through Holy Spirit to accomplish His will.

My brother advocated "work as if everything depends on you, and pray as if everything depends on God".

I always likened it to two farmers in a drought praying for rain. One farmer gets up early to plow his field and get the seed in the ground ready to grow when the rain starts. The other farmer decides to wait for God to send the rain before he will start to plow his field. Which one really expects God to send the rain?
