how do I open this file?

It says it is an 'xls' file.

That's a spreadsheet file created with Microsoft Excel. You can use Excel or Quattro Pro if you have those, or you could use the Open Office spreadsheet program if you don't have one already because that is free!

It looks like Microsoft has a free .xls viewer if you just want to look at the file and not edit it.
