How does God accomplish His Will

God has his will of desire, that He wants us all to repent and be saved, but also has has His certain Will, things that will for sure come to pass!

The God that I serve accomplishes all his will, if he wants all mankind to be eternally saved, He would accomplish that will and all mankind would have eternal life. God accomplishes his will: Eph 1:11, According to the purpose of him who worketh all things after the counsel of his own will. 2 Tim 1:9, Who have saved us and called us with an holy calling, not according to our works, but according to his own purpose and grace, which was given us in Christ Jesus before the world began.
