I think that atheists can also say that Jesus is Lord without any problem, it's just a sentence.
Context is very important. Let's look at the passage in question:
1 Corinthians 12:1-3 Now concerning spiritual gifts, brethren, I would not have you ignorant.
2 Ye know that ye were Gentiles, carried away unto these dumb idols, even as ye were led.
3 Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord, but by the Holy Ghost.
First note that the general context of chapters 12-14 is concerning spiritual gifts which Paul introduces in 12:1 here. He says I would not have you ignorant of them, and then spends three chapters discussing them. One of the spiritual gifts that he spends the most time on is the gift of tongues, a gift that was badly mis-used.
Paul reminds them of their pagan past in verse two. Some of the Corinthians were slippping back into their pagan past which involved demonism. Some of their tongue-speaking, in the past was done through the power of demons. Now this was being carreid on through into Christianity. If no one could understand what was being said how could they understand the source: demons or the Holy Spirit?
Similarly, if one spoke a foreign langauge through a demon, and the speaker of it didn't know which language he was speaking and therefore without understanding, he could easily be cursing God without knowing it. One with the gift of interpretation, or just educated to know the foreign language would automatically know that he was cursing God in a foreign language. All speaking in tongues was speaking in foreign languages unless it was strictly from pagan origin. Only the pagans spoke in gibberish (as you hear today). But this was was understood by others. They heard in other languages that Jesus Christ was being cursed. It was through a demonic spirit that such an event was happening.
Thus when speaking in tongues and being under the control of the Holy Spirit a man would confess that Jesus Christ is Lord. No demon would ever confess that Christ is Lord. Only the Holy Spirit would do that. That is the way that you could tell whether or not a person was speaking in tongues (languages) by a demonic source or by the Holy Spirit. If he spoke in another language, and he began to curse God, then he was speaking through the power of demons. This is the meaning of that passage.
