How were people saved without atonement in the old testiment?.

They did have atonement. Read the first 6 chapters of Leviticus. All of the sacrifices were pictures of Christ and were fulfilled in Him. Hebrews 9&10.

The way I have heard it explained is that in the OT, those who loved and served the One True God, and looked forward to His Messiah, were what we would call "saved." They had to sacrifice over and over for their sins. After Christ's perfect sacrifice - once for all - the way to be saved is to trust Him and have faith in Him as Messiah.
Romans 3:24-26 gives you the answer.
Rom 3:24 being justified as a gift by His grace through the redemption which is in Christ Jesus;
Rom 3:25 whom God displayed publicly as a propitiation in His blood through faith. {This was} to demonstrate His righteousness, because in the forbearance of God He passed over the sins previously committed;
Rom 3:26 for the demonstration, {I say,} of His righteousness at the present time, so that He would be just and the justifier of the one who has faith in Jesus.
In order for God to have passed over the sins of the faithful OT saints, it was necessary, at the appointed time, for Christ to die as a propitating sacrifice. Unless God, in time, provided the atoning sacrifice, he could not justly (or righteously) justify them.

Hebrews 11 gives ample evidence of how the Old Testament Characters were saved.
Amazing as it is, they were saved the same way the NEW Testament characters are saved, and that is through FAITH in God.
FAITH ALONE saves, both OLD TESTAMENT and NEW TESTAMENT and thereafter. Not even Joseph, Daniel, David or Solomon, with all their magnificant works could "earn" salvation, they all had personal FAITH in God, that faith was counted to them as righteousness, in the same manner that our FAITH in God is counted unto us as righteousness.
Atonement quite simply means that God made a way for mankind to not face the penalty for sin which is death. God provided his only begotten Son, whom He loved greatly, to be the ONCE-FOR-ALL atonement for the sins of the world. That is, We sin and should die; but Jesus, who was sinless, died in our stead! And that was God's plan from before the foundation of the world when He made Jesus the Lamb of God who taketh away the sins of the world.
It should be no surprise to you that the Author of Life himself, should make a way for his creation to have life eternal. And that He should have power over death which He too established as the penalty for sin. That is why he had the power to raise His only Son from the grave in a demonstration of his power, so that we can have faith in His promises to us (John 3:16, and many others). The promises say that we will die this natural death, but that we who believe in Jesus shall be raise upon his second coming to serve with him in the millenial reign and that we shall not face the second death, thus having everlasting life. The promises include being removed from this heaven and earth because it passes away, and being placed in the New Heaven and Earth that replaced the current creation.

Thank you all for your replies.
I understand that the sacrafices were temporary and had to be repeated over and over for atonement. I wonder just how temporary and what happen if one found themselves in a situation where they had no sacrafice to offer.

Even turtle doves or pigeons were acceptable for atonement sacrifice.
The sacrifice itself was not efficacious apart from looking forward to the promised Messiah.
Remember, Abraham received Isaac in a figure from the dead.
Remember Christ said Abraham looked forward to seeing his day and he saw it and rejoiced therein. The rejoicing was the same. The focus was not upon the physical temporary sacrifice but upon what that sacrificed represented...the promise of God to provide himself a sacrifice...even as Abraham answered Isaac in Gen. 22.
