Isaiah 13-24

I would like to hear from others their view of Isaiah 13-24. I have heard some wild claims about this passage. One includes "the lost tribes". Let me go on record to say I do not hold to the "lost tribe" view.

So...

1) Is this Gods Judgement of other nations?
2) If not, what is this passage?
3) The time this takes place is?
