    I would say the PRIMARY problem in NO was the police officers failure to provide leadership and stability. How many more TV's and cars were stolen because police officers gave there tacit approval? How many people died or were rapped because their was no police presence in the streets? Yet officers missing for 13 days are not being fired. That is a willful refusal to deal with the folks who cause the problem, but Bush and fema will have to answer for them I suppose.

    On the other hand, what is the purpose of preventing the lootin of stuff that God (by application of ths storm) will trash if it isn't taken?
