By the late 1990s Bracewell & Patterson was known as the largest recipient of oil-industry lobbying contracts. In March 2007 it was revealed that a lawyer at Bracewell & Giuliani was acting as a lobbyist on behalf of the Houston-based, Venezuelan state-owned petroleum company Citgo before the Texas legislature, with the firm receiving $100,000 to $200,000 in billings after having registered to lobby for Citgo on April 26, 2005, less than a month after Giuliani joined the firm. Citgo had been the focus of boycott efforts due to the Socialist policies of President Hugo Chavez and allegations by the U.S. Government that Venezuela had "not cooperated" in the War on Terror.
Giuliani Partners has had contracts since 2005 with Qatar's Ministry of the Interior, for security advice and consulting services. These contracts were overseen by Minister Abdullah bin Khalifah Al Thani, a member of Qatar's royal family. Al Thani has numerous ties to terrorist organizations, including providing safe haven to Al Qaeda leaders in the 1990s, and helping Khalid Sheikh Mohammed (who later went on to mastermind the September 11, 2001 attacks) elude capture by the FBI in 1996.

But he makes clear that he believes it is our policies in the Middle East that led directly to the terrorist attacks of 911. He talks as if our troops being on Saudi soil with Saudi permission were excuse enough for the murder of 3000 people.
He sounds a lot like the Saudi sheik that donated 10 million dollars along with almost the same lecture Paul uses concerning our Middle east policies. Rudy G. told the Saudi sheik to keep his money and his lecture.
