Premise: We have entered the post-nonproliferation age. There are four ways to deal with rogue states that go nuclear:

1. Pre-emption. The costs are too high. Who would want to restart the Korean War?

2. Deterrence. This worked during the Cold War. It can work today if the retaliatory response threat is "unmistakable and overwhelming".

3. Missile Defense. This wouldn't work against a large arsenal but against a small arsenal, couple with a credible retaliatory response threat, it could keep an attack from happening or mitigate the damage from an attack.

4. Regime Change. Eventually regime change will come to rogue states which will put an end to the threat from these nations.
