Luke 21:33 Heaven and earth shall pass away: but my words shall not pass away.
God's law in Mt.5 is simple God's word and shall not be lost over the ages of time but will remain perserved in the current AV
I would say that he is referring to after his death and resurrection in Luke, in Mt. 5 it just seems to be a general statement

Did Jesus fulfill the Law? If so, then heaven and earth have passed.

But why then do we still use the law to argue from sometimes?
