As someone pointed out in a thread a few weeks back, this smacks of the "organizer vs. governor." Obama consistently appears to be confused by what's going on; and I can understand. Someone who has spent their career organizing and campaigning is used to dealing with people who have a common goal and beliefs; politics and governing, however, are dictated by multiple parties with different beliefs and goals.
I'm reminded of a quote from "Ender's Game", although I can't find it word-for-word: When Bean tells Ender he wants to be a platoon commander, Ender asks him why; Bean replies, "Because I know what to do with them." To which Ender responds: "But will they follow you?"
"I talked to a former Obama White House person, just before Christmas, when Obama was sort of adrift, figuring out what to do, his poll numbers were pretty low. And he said, 'Look, the president needs to find an issue to campaign on. This is what he's good at. He's really good at campaigning.
