I wonder if they know that there is a naturally white material that they can make streets out of ... it is called concrete. The Romans made extensive use of it in construction.

Here in Florida, we're using more pervious concrete in parking lots to deal with stormwater and reduce flooding and pollution to the the small streams. A good General Site Contractor can build a concrete road or parking lot for about the same cost as an asphalt one (within 10% plus or minus based on current material prices).

They'd do a lot more for cooler streets (and whatever the teeny effect on climate change would be), by planting and protecting more trees in urban areas.
