I suppose before police there were communities joined together to do that. Eventually they called that vigilantism and was not condoned anymore. Today in Africa, if a thief is caught, stealing say a motorbike, the whole village gets involved in killing him by hacking to death with machetes and never call the police..and no one cares not even the local police.

You don't seem to understand what vigilantism is. The was Law and Order in the U.S. and there were trials, juries, and judges. There just weren't police.
