    Summary: The House of Representatives voted 216-211 to keep taxpayer dollars from going to the United Nations Population Fund (UNFPA). This UN group supports coercive abortion policies throughout the world-including in China and Peru.

    By a 216-211 vote on July 15, 2003, the House of Representatives voted to ban taxpayer dollars from going to the United Nations Population Fund (UNFPA).

    This 216-211 vote removed the Crowley amendment from the State Department bill. This amendment was added in committee and would have overturned the Mexico City policy, which prohibits federal tax dollars from going to overseas organizations involved in the promotion or performance of abortions.

    The effort to overturn Crowley's amendment was led by Rep. Chris Smith (R-NJ). Smith's commentary, written in 2001, provides more details about China's coercive abortion policies and the UNFPA's support of this policy: Representative Christopher H. Smith - (NJ04) - Forced Abortion in China.

    A number of Republicans voted to continue funding the UN's pro-abortion efforts and a number of Democrats voted against funding.
