Question about Acts 19: 1-7 and the Holy Spirit

Another biblical story illustrates this fact (see Acts 19:1-7). Paul met some disciples of John the Baptist. He thought they were believers in the Lord Jesus, because they talked so much about repentance. Paul, unaware that they were only disciples of John, yet knowing something was missing in these men, asked them an obvious question, "Did you receive the Holy Spirit when you believed?"

The question itself proves that Paul, including the early church, believed that it was possible to be a believer in Jesus without having received the Holy Spirit. If receiving the Holy Spirit was automatic at conversion, then why did Paul asked the question, "Did you receive the Holy Spirit when you believed?"

I posted this from this link below because its talking about speaking in Tongues and how its a sign of being baptized by the holy spirit. Why did Paul ask that question?

What you will find is two seperate events taking place and we should not make them as one event.

One, they were baptized into Jesus Christ by faith and then in water. Having believed in Jesus first, they then were baptized in water as was the common practice for declaring your faith in Christ. In the early church it was seen as one action and that is why some today teach that you get into Christ through the water. But we know by many scriptures that this is not the case.

Second, and a seperate event, Paul laid hands on them and they received the gift of tongues. The gift of tongues is not the gift of living water/Holy Spirit one receives at rebirth (John 3,4,7). These are two seperate events spoken in Acts 19.
