Must be a slow news day and a clueless reporter. The situation will cause absolutely no danger to anybody except the pocketbook of the driver transporting the devise.

It is not uncommon in some areas to monitor the radioactive levels of vehicles. The monitors are super sensitive.

A monitor picked up the radioactive devise in a vehicle that was unmarked, so the police stopped it.

We've had trash truck drivers that have had nuclear stress tests set off the monitors even after ten half-lives (generally considered background radiation levels).

Transportation of low-level radioactive materials is common but you need a license to do it.

This was merely someone transporting something without a license.
They'll get a rather large fine from the NRC, lots of paperwork and the hassle of dealing with an unsympathetic bureaucrat.
