"Really saying?"

From another thread:

>What, exactly, was Paul saying in 1 Corinthians 14:20-25 ?

In what other field of study does a serious student ask about a primary text author,"What, exactly, was he saying?"

If the Bible is inerrant and self interpreting then why does anyone need to ask, "What, exactly, was he saying?"

Some texts require prayeful "study" of the context to understand. Why would Paul tell Timothy to "study" a primary text so that he might "rightly divide" it?
