I think they should. However, I would want to make sure that they aren't just going through a period in life where they are doubting simply because they can't remember what day of the month they were saved, or what they were thinking when they got saved.

I think every church I've ever been a member of stipulates that you were baptized as a believer in order to be a member

 

I was dunked in water several times before I was scripturally baptized. You can only be baptized once as a believer.

I tend to let the Holy Spirit convict people of this need. If they weren't saved when they were baptized, then they really weren't baptized.

 

I was pushed, physically into the aile, by my mother to go get baptized, I stepped back into the pew, but later did get baptized - had no idea what it was for and the pastor didn't tell me. Got wet for nothing. Couple years later was at an Easter sunrise service and saw Christ on the cross and couldn't figure out why we all had gotten up so blasted early for, nor why they crucified Christ.

Few years later someone shared the gospel with me and the light went on upstairs. It was a few years later that it dawned on me that I should be baptized as a believer - not sure why a couple of pastors let me join their churches without it????

 

Of course we have a biblical basis for "rebaptism". In Acts 19:5 Paul baptised some of John's converts who did not have the full content of belief about Jesus Christ. Remember that John's baptism was a baptism of repentance but it was to be based upon the coming of Christ. These followers of John did not understand their reason for baptism, so Paul "rebaptised" them in the name of the Lord Jesus.

Certainly when a person comes to the conviction that they were not saved when immersed, they need to be scripturally baptised in believer's baptism. This happened to me as a young man as I attended an liberal American Baptist Church which did not preach personal salvation. I was immersed in that church after attending a membership class, but was not saved. After I became a true believer later through the ministry of an IFB church I was baptised in obedience to Christ.

I would "rebaptise" anyone who was not previously saved when they were immersed or anyone who was not baptised under the authority of a local church (such as by a friend in their pool) or those whose content of belief was incorrect when immersed (such as Church of Christ, Christian Church, Apostolic professions, etc. (they add baptism or tongues to faith for salvation) or finally anyone who had been sprinkled or poured for baptism but who was truly saved.
