So why has she not yet resigned Congress???

Her term would have been up in 2023

If she did - and the Gov names a sub - than that new Senator would have a little bit of seniority over the recently elected Senators.

Of Course, IMHO - once a person has accepted a Party's nomination for a higher office - that individual should resign their current seat.

That is an interesting observation. Seniority is important for assignments to committees.

Of course, she could resign at anytime prior to new Senators being sworn in to allow the appointment to take place.

Usually, such senate appointments require a special election to finish the term. Not sure about California.

Yes, it is. But there appears to be no momentum for that to happen at all. Seems like it would go over like a lead balloon if he actually wanted to do that and then run for the seat in 2022.

It should be unsurprising that she would hold on to whatever power she has as long as possible, especially if it provides income, unless it serves the Dem party better otherwise.
