    WASHINGTON -- More than a century after the Spanish-American War, phone companies have succeeded in getting rid of the tax created to pay for it.

    Treasury Secretary John Snow announced Thursday that the government is "conceding the issue" over the 108-year-old U.S. excise tax on long-distance calls and will refund about $13 billion in taxes paid for the past three years.

    I think it will be handled through our income tax returns.

    But long-distance phone useage has nothing to do with income.

    The article did not supply details as to how the refund will be calculated.

    No, but that's apparently going to be how it's handled.

    According to the IRS, the credit will be paid even if you don't owe taxes, which means folks who file for the EIC can add the amount as well. If you don't ordinarily file, you'll have to submit a form to get the credit.

    The IRS will allow the phone companies to pay the credits, but I don't think that's likely: The companies will — rightly — say it's the feds' responsibility to make it right.

    More importantly, the tax will no longer be collected after the middle of this year.
