Sin cannot be restricted only to thoughts where the will is engaged to carry out those thoughts. It is sin when we do not resist evil thoughts but instead choose simply to contemplate upon them regardless if we determine to put them into external acts or not. We are commanded to bring every thought into obedience to Christ and when we fail to do that we sin.
The thought world can be an absolute den of iniquity never volitionally carried out into actions but volitionally permitted to be contemplated as day dreams. Hence, sin occurs when we fail to resist sinful thoughts but choose to merely speculate and surmise over them. A Poor man may permit his thought life to dream of riches and imagine all kinds of sinful thoughts and yet never be provided any providential circumstance to put his dreams into actions or choose to actually commit such thoughts to actions.
The heart of man is evil and therefore Jesus describes man as "being evil" and talks about the "evil treasure" or his heart from which "evil" things are derived in his thought life. Romans 8:7 literally speaks of the "MINDSET" which is at war against God and is not subject to the law of God and NEITHER INDEED CAN BE" as the STATE of the lost man by nature.
Love "thinketh no evil" or else it ceases to be love and therefore to think evil is something that a person dominated by love CANNOT DO! Hence, God has a righteous heart which is incapable of thinking evil. Therefore, to be able to think evil proves man has a sinful heart and thus "being evil."
